Was It Over When the Germans Bombed Pearl Harbor?

From Thomas Friedman's column in The New York Times this morning. He was writing about the lack of investment in American infrastructure, among other things:

If all Americans could compare Berlin’s luxurious central train station today with the grimy, decrepit Penn Station in New York City, they would swear we were the ones who lost World War II.

I could be mistaken but I don't remember the Germans having a significant role in Pearl Harbor. Perhaps it was over when we bombed the German towns of Nagasaki and Hiroshima.

I may be missing some sort of joke that is going on but what?!?!? First of all the germans did not bomb Pearl Harbor, it was Japan that did the bombing. Second of all Germany has no towns that are named Nagasaki or Hiroshima, that would be Japan again.
