Isn't he praying to the gods of Iowa that Hillary does well, becomes the Democratic nominee, so that his mentor Jerry Nadler becomes a Senator and he gets to run for his seat? That's a much more attractive alternative than running for any city wide seat that a million other people have already decided on running for.
