Folks who believe the war is being won b/c of the surge have no concept of what it was designed to do, obviously. I've heard Gen. Colin Powell on two occassions recently discussing what hasn't happened in this lull of violence (and that's all it is, folks). Political reconciliation has not happened, period. And THAT was the reaason for the surge.

The war will not be won militarily.
