Final thought on above: Since we need to look at this CP proposal as mostly an MTA revenue generator (rather than as effective urban planning) we need to evaluate its effect on transit system expansion. There is a well substantiated fear among New Yorkers that moneys tagged for transit expansion somehow wind up being used for other expenses. So the way to 'sell' CP is to say, look, these are the specific expansion projects we are going to fund with this new income. Some of the already mentioned expansion ideas such as rapid bus lanes are not convincing. Second, would the expected income be sufficient to finance the proposed expansion ideas. Does anyone know of other specific expansion ideas that will be paid for by CP, if it happens?
