I think an audit of the organizations that were "actually" given the monies should be investigated. Their paper trail should be followed. What did they spend the money on? Who did they make checks out to? How do we know that those monies weren't kicked back to Council members. Let's see where that leads to...maybe right back to Ms. Quinn & assoicates. This doesn't pass the smell test.
