Different city, similar infestation, lets talk RATS. Boston's Back Bay has a rodent problem, we are talking RATS. Well it took me as an activist several years to eliminate what was once a daily seeing of rats down to hardly seeing them at all, and it nothing to do with how much money people were paying for rent and or morgages.

In short like NY there exists a bottle bill, cans and bottles = $.05 cents and Boston like NY has a homeless population who digs throw garbage looking for the bottles and cans, disrupting the garbage in metal cans and metal dumpsters. To fix the problem we changed human behavior patterns, by enacting law that garbage can only be put out not 24 hours ahead, but 4 hours ahead, reducing the time it sits out, thus eliminating the rats.

Bottom line, keep a clean apartment, get your neighbors to do the same and keep doing this left and right of you and your problem is solved. Will this take grass roots activism, YES...but even that has benefits as you get to know your neighbors.
