The fact is that the City's contracting process is a scandal waiting to happen. There is no oversight since the Board of Estimate was abolished. Fritz Schartz and the Charter Revision Committee decided to vest all contracting power in the Mayor and only offer the Comptroller a ministerial registration power. The Council has avoided registration although it would have at least provided them some cover had those contracts been registered by the Comptroller's office. Even more troublesome than the Council's contracting is the fact that the Mayor has turned government into a corporate enterprise and has city agencies letting large contracts to agency corporations who then dole out funds as they please with no oversight or transparency. Bloomberg likes to pretend his government is transparent. That is far from the truth. Giuliani started the trend of hiding the City's contracts but Bloomberg has perfected it. Bottom line....Quinn's error is chump change in the scheme of things.
