I feel like too many progressives focus on reform as an ends rather than a means. Thus you have the criticism of late budgets, without asking what was gained by late budgets. For many years, the budget was late because Silver and the Assembly Democrats were holding out for more money for schools and health care. That's a good thing, not a bad thing.

And you can make similar arguments about transparency, as well. Transparency is all well and good, but I'd much prefer a bill hashed out in secret that does good things than one debated to death in public that does bad things.
