Normally, one doesn't respond to rhetorical questions--the whole point is asking them for effect, etc etc--but Mr. Rangel has answered his own question, and inadvertently he has expressed the truth about the mental health of the Hill-Billy, a truth most of us suspect and fear. He might have been kidding, but his recommendation for the H-B (the loony bin) is sound.
