and these incarcerated people inflate the numbers for upstate State Senate districts, which are all towards the low end population-wise, which is how the Republicans continue to hold that august body.

So reformer Golisano's first endorsement are for 2 majority party legislators. One has been in Albany longer than Brono or Silver. I guess Tom really does want to shake things up!
