Atlantic Yards opponents discover what they think is the real reason (or at least another) that Forest City Ratner has sought review by the Empire State Development Corporation as opposed to the normal city land use process: city zoning "prohibits arenas within 200 feet of residential districts."

Doubtful- it's a minor issue- they can get approval for a variance from that restriction with a special permit. And the special permit would be paired with the massive rezoning and various other special permits required.
The ESDC run-around is all about where they would get the best political reception and subsidy.
