10 a.m. Council Member Hiram Monserrate, Council Member Miguel Martinez and the NALEO Educational Fund will call for the passage of legislation introduced by Senator Barack Obama that would put a stop to the U.S . Citizenship and Immigration Services' (USCIS) proposed 66 percent hike in fees for immigration and naturalization applications and petitions at City Hall.
